Comparative research on coverage obligations and other licence conditions

PolicyTracker has carried out a research project for a national regulator comparing international approaches to spectrum utilisation requirements for mobile licences.

This included the use of well-known policies, such as use-it-or-lose-it clauses and rollout or coverage obligations. The study also covered two more recent initiatives: use-it-or-share-it conditions as well as requirements to provide access for private networks.

The report examined to what extent these approaches had been adopted during the past decade in a sample of 10 countries in Europe, Asia and the Americas. It also considered evidence for their success in achieving policy goals such as expanding mobile coverage and increasing efficient use of spectrum.
