The Radio Regulations, the UN level treaty document that provides a framework for global spectrum management, is up for review at the end of next year at the World Radiocommunication Conference (WRC-23).

Although the Radio Regulations are sometimes ignored, the process of agreeing possible amendments forms a key part of the international consensus building in spectrum management. This consensus has enabled interference-free communication and affordable electronic equipment over the last decades.

But engaging with the process is difficult. Reading ITU-R documents, once you find them, can be like picking up the world’s longest foreign language novel half way and trying to work out what is going on.

To demystify WRC-23, we have published a new dossier that explains the WRC process, explains this cycle’s agenda items, and summarises current regional positions, to the extent to which they are developed.

The newly updated Dossier also contains a two-part report on arguments for and against the process in general.
